Lilly's Mom Has Got It Goin' On

After noticing sparks between their parents at a PTA meeting, Miley and Lilly try everything to get Robbie and Lilly's mom Heather together so that they can become sisters. But when both Robbie and Heather want to pay for the check while on their date, they both become angry and decide not to see each other again. This causes tension between Miley and Lilly though because they both feel insulted by the comments the other makes about their parent. Meanwhile, Jackson and Rico decide to switch places for a weekend with Jackson pretending to be Rico and Rico pretending he's Jackson. (Special Guest Star Heather Locklear)
